His Excellency the Governor has the honour to present for the consideration of the Finance Committee of the Legislative Council the items (Nos. 199 to 203 of 1930 and Nos. 12 and 13 of 1931) of supplementary expenditure set out below.

The deficiency is due to the further drop in exchange. The Supple- mentary Vote already taken was calculated at exchange 1/39. The rate for the December a/c from the Crown Agents is 1/23. The amount is required to close the opium accounts for 1930.
The above is to be met from savings under Other Charges:-Opium: Packing Expenses (1930 Estimates page 24 sub-head 20). (C.S.0.11 in 173/30).

The Crown Agents account shows that the vote has been exceeded by the above amount, though the actual sterling expenditure was less than the estimated expenditure, the excess being entirely due to fall in exchange.
A supplementary vote for the above sum is requested. The above is to be met from savings under Provisions for patients (1930 Estimates page 47 sub-head 21). (C.S.O. 17 in 220/30).

The provision made in 1930 Estimates was based on a rate of exchange of $1 = Is, 10d. The sums provided have, in consequence of the fall in exchange, become insufficient in cases dealing with sterling pay- ments. A number of cases appear in the Schedule, and a vote for $4,702 to cover the total excess concerned is requested. (C.S.O. 3250/30.)
